The surviving suspect in the Boston Marathon bombings, Dzhokhar Tsarnaev was read his constitutional rights sixteen hours after investigators began interrogating, according to a U.S. law enforcement source and four officials of both political parties briefed on the interrogation.

The American Civil Liberties Union has filed a lawsuit to California educators over getting adequate English language instruction. State and federal law are requiring schools to teach non-English speakers the language, but California, according to the suit, is not offering instruction to nearly 20,000 students. The suit also alleges that the lack of instruction meant that some children were held back a grade or forced to live with low proficiency scores because of a language barrier.
