With only 18 notices of fines issued for 2013, the Financial Conduct Authority has seen a 40% drop in its fines imposed.
A trading expert had told Bloomberg that requiring all brokers to completely fill out a customer's order, including where it intends to be sent, will help protect investors from predatory traders as described by Michael Lewis' new book "Flash Boys."
