The 42-page report concludes that no other officer except Sam Carter and Brent Curnow were involved in killing of the animals. The report also states that no other officers were aware of the duo's plans.
Police were informed about the incident in the East Liberty section of the city. The officials said they nabbed the suspect at the scene.
David Ranta, 58, was arrested in 1990 for the murder of ultra-orthodox Brooklyn rabbi Chaskel Werzberger. He was convicted and sentenced to 37 years in jail.
